WASHINGTON/FRANKFURT (Reuters) - European Central Bank policymakers are increasingly leaning toward rewarding banks for lending to households and businesses but are mostly skeptical about giving lenders a reprieve from a charge on their idle cash, four sources told Reuters.
The sources said rate-setters, who met in Frankfurt on Wednesday, were now open to offering a zero or even negative interest rate to banks that pass through into the economy the cash they borrow under the ECB’s third Targeted Long-Term Refinancing Operation (TLTRO III), due to start in September.
ECB President Mario Draghi said on Wednesday that policymakers did not discuss the terms of the upcoming TLTRO at their meeting and would decide on the matter when they have more information about the state of the economy and bank lending, flagging the bank’s June gathering as a possible date.
With the growth outlook fading faster than feared, even hawkish policymakers have given up pricing the loans at the private market rate. Some are even discussing offering the TLTROs at minus 0.4 percent, which is currently the ECB’s deposit rate, the sources said.
Draghi also said policymakers were considering the need to mitigate the impact of the ECB’s negative deposit rate on lenders’ profits, a coded reference to a tiered system where some excess reserves are exempted from that charge.

After making a decisive break above the critical $1300 mark yesterday, the XAU/USD pair continued to push higher and touched its highest level in nearly two weeks above $1307, gaining more than $3 on a daily basis.
Earlier today, the data from the U.S. showed that the core Consumer Price Index, which strips volatile food and energy prices, increased 2% on a yearly basis in March to come in lower than the market expectation of 2.1%. Other details of the inflation report showed that CPI came in at 0.4% on a monthly basis in March following February's 0.2% reading. Despite the mixed data, the US Dollar Index recovered above the 97 mark ad ECB[1] President Draghi's cautious remarks during today's press conference reminded investors of the economic slowdown in the euro area and weighed on the major European currencies to help the greenback find demand.
On the other hand, the dismal market sentiment[2] caused the 10-year T-bond yield to push lower today, allowing traditional safe-havens such as the precious metal gather strength. At the moment, the 10-year T-bond yield is down nearly 1% as markets are waiting for the FOMC to publish the minutes of its last meeting.
"After the sharp drop in the dots, markets will be looking at just how dovish the FOMC has become in the release of the March minutes on Wednesday," TD Securities said previewing the FOMC event.

Baffin Island holds some of its treasures in plain sight with rocks that produce rare gems sitting exposed to the elements, scientists say. A new study from the University of British Columbia shows the area is home to a mineral that is prized by jewelers and collectors.
Study co-author Philippe Belley said in an interview that cobalt-blue spinel, "which is a ridiculously rare gemstone" gets a lot of interest from gemologists and jewelers but there's not enough supply.
The most significant source of the gems is Vietnam, and even then production is limited, said Belley, who's a PhD graduate within the department of earth, ocean and atmospheric sciences.
He and report co-author UBC mineralogist Lee Groat conducted the first scientific study of the cobalt-blue spinel in Canada. Baffin Island is "really unique" because it has all the "right ingredients" needed to produce colored gemstones but the area is "virtually" unexplored, Belley said.
"The rock is extremely well exposed so not only is it easy to see if you have a gem occurrence by just walking on the surface and doing geological mapping, but its also suitable for remote detection methods using drones and satellites to collect data on the rocks."...
